The North East Police Department and its staff are involved in many community programs that further the mission of the Department.
Boys and Girls Club of North East
The mission of the Boys and Girls Club of North East is to enable all young people, especially those who need us most, to reach their full potential as productive, caring, responsible citizens. As Chief, I felt it was the best program for children in our area. With that in mind, I joined the board of directors and started to lobby for a Boys and Girls Club for the town of North East. In 2001, we opened up the doors for the first time at the Jackson House in Town Park. We have since moved to larger quarters on East Cecil Avenue with a total of 250 children.
Cecil Partnerships for Children
Cecil Partnerships for Children was formed as a Local Management Board (LMB) to promote the existence of quality service delivery systems for Cecil County children, youth, and families through a comprehensive planning process that emphasizes inter-agency collaboration, accountability, and citizen involvement with local decision-making authority.
D.A.R.E (Drug Awareness Resistance Education)
Founded in 1983, D.A.R.E.’s mission is to provide children with the information and skills necessary to live drug and violence free lives. The partnership of the North East Police Department with the Cecil County Public School system has enabled our community to participate in the largest school-based prevention education program in the country. The North East Police Department introduced the D.A.R.E. program in 1990 and has had a D.A.R.E. officer ever since.
Human Resources Developmental Corporation
To acquire, apportion, and distribute funds, materials, and resources for the benefit of the needy, disadvantaged, disabled, and otherwise qualified inhabitants of Cecil County.
North East Neighborhood Youth Panel (NYP)
The North East Neighborhood Youth Panel (NYP) is a juvenile diversion program, which gives first-time juvenile misdemeanor offenders the option of appearing before a panel of community volunteers rather than entering the juvenile court system. The NYP gives the community the opportunity to be directly involved in the process of Balanced and Restorative Justice by determining sanctions for youth offenders, monitoring sanction compliance, and assisting in the reparation of the victim. The volunteers consist of the Chief of Police and other leading citizens of the North East area.
Safe School Steering Committee
The Cecil County Safe School Steering Committee was formed to advise the Superintendent on matters of school safety to provide a “safe, secure learning environment”. The committee is composed of various subcommittees including those of Student Services, Crisis Response, Police Review, and more. Committee members actively participate in various school system matters such as tabletop drills, the School Resource Officers Program, and the review of the Safe Schools policy. Members of the committee include representatives from various law enforcement agencies, county departments, private industry, and the school system. The North East Police Department has been an active member since its inception.
S.A.L.T (Seniors and Lawmen Together)
Was established in Cecil County in 1991 with a partnership between senior citizens, local, state, and county law enforcement agencies, and public and medical agencies. The goal is to reduce the criminal victimization of older citizens and improve their quality of life. To this end, the group has established a traveling crime prevention seminar to go to numerous senior citizen groups in Cecil County to lecture on safety. The North East Police Department was one of the founding agencies for S.A.L.T. in the county.
