The North East Town Police Department is located at 104 West Cecil Avenue in a 2,500 square foot building built in 1991. The force consists of nine full time patrolmen and support staff providing 24 hour police protection within Town boundaries. The North East Volunteer Fire Company provides fire protection, ambulance and rescue services for North East and the surrounding area. Consisting of approximately 180 volunteers, the Company has expanded its fire house on Mauldin Avenue and has recently purchased additional property in Town. The North East community is served by a public library built in 1991. The one-story building covers 2800 square feet and contains approximately 10,000 books in addition to videos, DVDs, compact discs, and books on tape. The library offers story times for toddlers and preschoolers as well as a variety of programs for people of all ages. Thanks to a grant from the Bill and Melinda Gates foundation, the library offers four high powered workstations, Internet access and Office and educational software. Located at 106 West Cecil Avenue, the library also provides a meeting room able to accommodate up to 50 people. All library services are free to Cecil County residents.

The sanitary garbage collection is on Wednesday of each week. When the Wednesday falls on New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, or Christmas Day, the collection will be made the following day.
- All garbage, refuse and ashes for collection by the Town shall be placed in a metal or other suitable container equipped with handles so that they can be lifted or carried
- Garbage and refuse for collection shall not be placed on or near the curb more than 24 hours prior to the designated time of pick-up.
- The Town may require, at the expense of the property owner, certain size and quantities of containers based upon the contractual obligations between the Town and private contractors for garbage collection and upon the recommendations and requirements of said independent contractor
We are pleased to announce that effective July 7, 2008 the Town of North East has begun Curbside Recycling. This program will not include properties served by dumpsters.
- Curbside recycling pick-up shall be on Monday mornings. Recycling placed curbside for collection shall be placed in a suitable returnable container marked "Recyclables". There is no limit on the amount of recycling which a resident may place at the curb for collection.
- Recycling materials will consist of aluminum and steel cans, glass jars and bottles, narrow neck plastic containers (Codes #1, 2, 3, 4, 5, 6 & 7), newsprint, cardboard, magazines, catalogs, cereal boxes, printer paper, copier paper, mail, telephone books, soda boxes and frozen food boxes.
- In the event that a regular curbside recycling collection day falls on New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, or Christmas Day, the collection will occur on the following working day.
Bulk Items: The following policy is to assist and inform the residents and property owners of the Town of North East with bulk collection pick up policies and procedures.
What do we pick up?
· Large household items such as furniture, appliances, mattresses, toys, etc.
· Rimless tires. We can only pick up two (2) tires per scheduled pick up.
· Rims can be picked up as a metal item. We can only pick up two (2) rims per
scheduled pick up.
· Metal items can not exceed 50 pounds per item.
· Carpet must be cut into sizes not to exceed 2 feet x 2 feet.
What we DO NOT pick up?
- Furnishings left as a result of an eviction or moving out. You will need to remove these items yourselves of make arrangements with your landlord.
- No animal waste will be collected.

When do we pick up bulk items?
- Third Monday of each month
- If the third Monday falls on New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, or Christmas Day, we will pick up on the third Tuesday.
- Due to a large list sometimes it takes two days.
- We will pick up like items (i.e. appliances, tires); therefore we may make more than one stop at your home.
- Items that are not on the pick up list each month WILL NOT be picked up.
How do I get on the bulk items pick up list?
- Contact Town Hall at 410-287-5801 between 8:30 a.m. and 4:30 p.m. no later than the Friday before the scheduled collection day.
- If you can not call during business hours call 410-287-5801 and leave a message on extension 10.

Where do I place the bulk items for pick up?
- At the curbside of the residence or property owned.
- Items placed in "common areas" WILL NOT be picked up.
When can I put the bulk items out for pick up without being in violation of the Town Code?
- Bulk items can not be placed by the curb any sooner than 24 hours prior to the pick up day.
Yard Waste: The following policy is to assist and inform the residents and property owners of the Town of North East with yard waste collection pick up policies and procedures.
What do we pick up?
- Small tree branches bundled or bagged for easy pick up.
- Grass clippings bagged. Bags filled should be able to be lifted by one person easily. Excessive weighted bags will not be picked up.
- No branches larger that 3 inches in diameter or 3 feet in length.
- No animal waste will be collected.
- Bagged items will not be mixed with residential waste. Any bag mixed will not be collected.
When do we pick up yard waste?
- First and third Monday of each month.
- If the first or third Monday falls on New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, or Christmas Day, we will pick up on the first Tuesday or third Tuesday.

Christmas Trees
- Christmas trees will be picked each week on Tuesdays between December 26th and January 31st.
- If inclement weather prohibits picking up your Christmas tree it will be picked up the first day the Maintenance Department is able to get to you.
- Follow the same procedure above for getting on the list, where to place the Christmas tree and when to put it out.
Street sweeping will be conducted on the 4th Thursday of each month between the hours of 6:00 A.M. and 12:00 Noon. (Rain date is the 4th Friday) Residents are asked to remove their vehicles from the street during this time.
Sidewalks must be shoveled within ten (10) hours after snow has ceased falling. Snow must be removed from the entire length of sidewalk (from lot line to lot line) at a width of at least three feet. If you reside on a corner lot, both sidewalks must be shoveled. (Per Code of Ordinance Article 3. Snow and Ice Removal Section 5-301. Responsibility for Removal.)
The Town of North East offers low interest loans to assist property owners in revitalizing the exterior of their properties within the town limits.
