The North East community is served by a public library built
in 1991. The one-story building covers 2800 square feet and contains
approximately 10,000 books in addition to videos, DVDs, compact discs, and books on
tape. The library offers story times for toddlers and preschoolers as well as a
variety of programs for people of all ages. Thanks to a grant from the Bill and
Melinda Gates foundation, the library offers four high powered workstations,
Internet access and Office and educational software. Located at 106 West Cecil Avenue, the library also provides a meeting room
able to accommodate up to 50 people. All library services are free to Cecil
County residents.

Fire Department
The North East Volunteer Fire Company provides fire
protection, ambulance and rescue services for North East and the surrounding
area. Consisting of approximately 180 volunteers, the Company has expanded its
fire house on Mauldin Avenue and has recently purchased additional property in

Revitalization Loans
The Town of North East offers low interest loans to assist property owners in revitalizing the exterior of their properties within the town limits. The intent of this program is for the betterment of the entire community. Loan application packages may be obtained from the Town Hall. Ph 410-287-5801, Fax 410-287-8267. Garbage Collection
The sanitary garbage collection is on Wednesday of each week. When the Wednesday falls on a legal holiday, the collection will be made the following day.Bulk Item Collection
Large household items (such as furniture, appliances, mattresses, toys, etc.) and yard waste (leaves, grass and hedge clippings) will be accepted for curbside disposal on the first Monday of each month. Material must be placed at curbside and contained or bundled in a manner allowing for convenient handling by the Maintenance Department personnel. There is a limit of 2 tires per pick-up and the tires must be off the rims. Batteries, demolition trash, tree limbs over 3 inches, wood, paint cans, motor oil and antifreeze will not be accepted. If the first Monday is a holiday, collection will be done on the first Tuesday of the month.
Yard waste will also be collected the third Monday of each month. If the third Monday is a holiday, collection will be done the third Tuesday of the month.
Christmas trees will be collected on Tuesdays after Christmas through January 15th.

Street Sweeping
Street sweeping will be conducted on the 4th Thursday of each month between the hours of 6:00 A.M. and 12:00 Noon. (Rain date is the 4th Friday) Residents are asked to remove their vehicles from the street during this time.

The North East Town Police department is located
at 104 West Cecil
Avenue in a 2,500 square foot building built in 1991. The force consists of
seven full time patrolmen and support staff providing 24 hour police protection
within Town boundaries.

COMMUNITY POLICING BY THE NORTH EAST POLICE DEPARTMENT

The principals of community policing are ingrained into the normal daily activities expected of the members of the North East Police Department. During their normal tours of duty they are expected to patrol the downtown business district on foot, and while patrolling in the residential areas establish a rapport with individuals in the community by stopping and talking with them.
The benefits of these policies are numerous. The impact of deterring criminal activity by maintaining high visibility in all areas of the Town is not quantifiable, but does have a positive impact on the security felt by the residents. Officers on foot make and maintain contacts within the business community, and are able to provide directions and assistance to citizens and visitors. Realizing that the police officer is the most visible and sometimes the only government employee many people see, each officer is expected to be a positive, approachable representative of all levels of government. In achieving this, all members are knowledgeable in what each level government’s responsibilities are, and is able to refer citizens questions or problems to the appropriate department or agency. In cases which may involve several agencies or departments, officers are encouraged to use their initiative to get involved and coordinate a unified response.
In addition to normal activities, members of the department are involved in inter agency programs designed to provide community service, such as Project CARD, established to increase community awareness of drug and alcohol abuse, SALT, (Seniors And Lawmen Together) created to assist senior citizens with strategies to keep them from becoming victims of crime, and DARE, which is taught in the local schools.
Members also participate in activities sponsored by other agencies in the community, such as fingerprinting children during fire prevention week activities at the North East Fire Co., giving tours of the police station to groups such as the Cub Scouts and Head Start. Members are able to give talks to youth groups, service clubs and the senior citizens organization.
Some interested members have received and use advanced training in crime prevention, including Operation I.D., conducting home and business security surveys, and organizing neighborhood watch programs.
Snow Removal Policy
Sidewalks must be shoveled within ten (10) hours after snow has ceased falling. Snow must be removed from the entire length of sidewalk (from lot line to lot line) at a width of at least three feet. If you reside on a corner lot, both sidewalks must be shoveled. (Per Code of Ordinance Article 3. Snow and Ice Removal Section 5-301. Responsibility for Removal.)
