The Finance Department is responsible for preparing the billing and collection of water bills and other Town revenue for both the general and water funds. The County bills and collects real estate taxes for the Town. However, the department does coordinate the accounts receivable with the County to assure accurate billing and record keeping. The department is responsible for accounts receivable, accounts payable, payroll processing, maintaining bank records, investment funds, debt management and maintenance of general ledger accounts. The department is responsible for maintaining strict cash flow and monitors the cash flow. The department makes financial recommendations, assists in the annual preparation of the budget, provides financial reports and participates in the annual audit. The department processes property transfers and is responsible for overseeing the purchasing policy. As with all our departments being polite and courteous to the public in responding to questions and needs is paramount in their daily business.
Property Taxes are $.48 per one hundred dollars of assessed value. Property taxes are collected by the Cecil County Treasurer. The tax year runs from July 1 to June 30.
The Town of North East utilizes the services of a private contractor for trash collection. Each unit is assessed a $161.00 user fee for this service. Cecil County is required to recycle. Recycle collection in North East is conducted at the Cecil County Central Landfill, Old Philadelphia Rd., Rt. 7, North East, MD. Open Monday - Saturday 7:30 A.M. - 3:30 P.M. We are pleased to announce that effective July 7, 2008 the Town of North East will begin Curbside Recycling. This program will not include properties served by dumpsters.
- Curbside recycling pick-up shall be on Monday mornings.
- Recycling placed curbside for collection shall be placed in a suitable returnable container marked "Recyclables".
- There is no limit on the amount of recycling which a resident may place at the curb for collection.
- Recycling materials will consist of aluminum and steel cans, glass jars and bottles, narrow neck plastic containers (Codes #1, 2, 3, 4, 5, 6 & 7), newsprint, cardboard, magazines, catalogs, cereal boxes, printer paper, copier paper, mail, telephone books, soda boxes and frozen food boxes.
- In the event that a regular curbside recycling collection day falls on New Years Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, or Christmas Day, the collection will occur on the following working day.
- Cost of recycling is included in Refuse Collection Fee.
